Attributes (Fields) Defined:

Parcel - ID: This is the unique identifier for each parcel in Ramsey County. We work to update the "Parcel - ID" fields (and associated map geometry) as needed to reflect new parcels created by lot splits, lot combinations and other processes that redefine parcels, and audit changes at least annually.

Parcel - Name: Every parcel currently owned by the HRA is given a plain-language unique name, unique to that "Parcel - ID". Often the parcel name is comprised simply of the parcel's address. But often a parcel is named something else to tie it to a landmark or particular street corner. Each parcel is part of a site. Sites are an assemblage of one or more parcels that generally share geographic proximity and are marketed together as a unit. Many sites are just one parcel, but when they are more than one parcel, the parcel name reflects this. Parcels within a site will
share the same basic name, but be differentiated by a "#1", "#2", "#3", etc. appended to the end of the name. Sites are generally numbered from northwest to southeast. Additional parcels may be added to a site, but the naming of existing parcels should not ever change - a parcel name should remain unique over time. Further, in some cases parcels are combined or split through a subdivision-level change. In these cases, parcels will generally be given a new site name, and/or new parcel numbers (higher than the ones previously assigned), as it is deemed appropriate. In certain cases, such as when land is taken or given back for public right-of way but the parcel boundary remains fundamentally unchanged, the word "Updated" may be inserted in the name of the parcel before the # at the end. It is important that the last item in a parcel name be the number because of how some internal map dashboard queries are structured. And again, in no case should
a parcel name be repeated and used on a parcel with a different Parcel - ID.

Parcel - Address: The street address of a parcel, as found in the Ramsey County Parcel Service. Properties without a structure will generally have an address of "0"'; the parcel name field is designed to help in these cases locate the parcel in space without need for mapping.

Parcel - Land Use Code Description: This comes directly from the Ramsey County Parcel Service classification for this parcel. This is updated several times per year in order to stay reasonably current with any data updates.

Parcel - Zoning: The code for the the zoning designation assigned to this parcel derived directly from the Principal Zoning GIS layer. This is updated several times per year in order to stay reasonably current with any data updates. Parcel - Ownership: A simplified version of which public entity owns a parcel. Occassionally it is helpful to pull properties from related governments into our database because they are likely candidates to market alongside HRA-owned properties. CHOICES: City of Saint Paul • Ramsey County • Saint Paul HRA • Saint Paul Port Authority • Saint Paul Public Schools • State of Minnesota.

Parcel - Inspiring Communities: If a parcel was aquired to be part of the City's Inspiring Communities program, that is denoted here. This is important because the Inspiring Communities program used a mix of funding sources that have specific requirements for resale, and are dealt
with on their own track, somewhat separate from the way other properties are marketed and resold. CHOICES: No • Yes

Parcel - Acres (as shown on deed): This is the number of acres in the parcel, as shown on the parcel
deed (as opposed to the number of acres found by measuring the parcel area in GIS, which is sometimes a slightly different number). This number comes directly from the Ramsey County Parcel Service.

Parcel - EMV Land:
The Estimated
Market Value (EMV) of the parcel's land, as determined by the Ramsey County Assessor's office, and derived from the Ramsey County Parcel Service. This is updated several times per year in order to stay reasonably current with any data updates.

Parcel - EMV Building: The
Estimated Market Value (EMV) of the parcel's built structure(s), as determined by the Ramsey County Assessor's office, and derived from the Ramsey County Parcel Service. This is updated several times per year in order to stay reasonably current
with any data updates.

Parcel - EMV Total: The Estimated Market Value (EMV) of the parcel's land and built structure(s), added together, as determined by the Ramsey County Assessor's office and derived from the Ramsey
County Parcel Service. This is updated several times per year in order to stay reasonably current with any data updates.

Site - Name: A name for the site. Each parcel is part of a site. Sites are an assemblage of one or more
parcels that generally share geographic proximity and are marketed together as a unit. Many sites are just one parcel, but when they are more than one parcel, the parcel name (above) reflects this. Parcels within a site will share the same basic name,
but be differentiated by a "#1", "#2", "#3", etc. appended to the end of the parcel name. The site name is the parcel name without the numbering at the end. In this way, in ArcGIS, a dissolve on the site name field can
be run to produce an analysis by site, instead of by parcel.

Site - Address: An address for a site shared by all parcels that comprise a site. This is derived from one of the parcel addresses for parcels that comprise
the site, or if all parcel addresses have a street number of "0" because they are vacant, it includes a rough description of where the site is located in the city.

Site - Ward: The Ward in which the site is located.
This field is updated every ten years to reflect changes to Ward boundaries due to redistricting. CHOICES: 1 • 2 • 3 • 4 • 5 • 6 • 7

Site - Planning District: The number of the Planning District
in which the Site is located. The City is divided into seventeen planning districts, each served by a city-funded and city-recognized District Council. CHOICES: 1 • 2 • 3 • 4 • 5 • 6 • 7 • 8 • 9 • 10 •

Site - Classification: This is the core means of classifying HRA-owned properties, the way the sites are marketed or not marketed, and the HRA's intended
destiny for the parcels. This is updated immediately upon a change of status in the site. CHOICES:




Commercial - Vacant Land: Properties that are generally zoned to allow a range of commerical uses, and have no known building or other structure.

Commercial - with Building(s): Properties that are generally zoned to allow a range of commercial uses, and contain a building or other structure.

Residential - Vacant Land: Properties that are generally zoned to allow mainly residential uses, and have no known building or other structure.

Residential - With Building(s): Properties that are generally zoned to allow mainly residential uses, and contain a building or other structure.

Site - Available on Open Market: This field conveys whether the site is actively available for sale on the open real-estate market. This is updated immediately upon a change of status in the site.  CHOICES:




Yes, Subject to Disposition Policy: the site is actively available for sale on the open market; any HRA sale is subject to the HRA Disposition Policy.

Site - HRA-Managed Parking?: Is the site used as a site for HRA-Managed Parking? CHOICES: Yes • No

Site - Acres: This is the sum of the "Parcel Acres (as Shown on Deed)" field for the parcels
that comprise a site. This is updated several times per year in order to stay reasonably current with any data updates.

Site - EMV Building: The Estimated Market Value (EMV) of the site's built structure(s),
as determined by the Ramsey County Assessor's office, and derived from the Ramsey County Parcel Service. The Site EMV Building is obtained by adding together the individual EMV Building values for each parcel within the site. As a result, this
number should be the same for each parcel within a larger site. This is updated roughly once per year in order to stay reasonably current.

Site - EMV Total: The Estimated Market Value (EMV) of the site's land and built
structure(s), added together, as determined by the Ramsey County Assessor's office and derived from the Ramsey County Parcel Service. The Site EMV Total is obtained by adding together the individual EMV Total values for each parcel within the
site. As a result, this number should be the same for each parcel within a larger site. This is updated several times per year in order to stay reasonably current with any data updates.
